Andrew Chamen, the Director of Belvedere Vantage, qualified as a Chartered Surveyor in 1988 and has over 37 years’ experience in the property world, with a wide-ranging background in residential and commercial property, and development.
Andrew started his career with 8 years in London, working initially for Chestertons in the West End, dealing with housing management, professional work and commercial agency. He then spent 4 years as a commercial developer with the London office of the Beazer Group, undertaking office, retail and industrial development projects across the UK. In this role, Andrew also set up Serviced Office Business Centres, within completed Beazer office developments, in both Heathrow and Manchester.
Andrew then spent 9 years in affordable housing development, as a Development Manager with Devon and Cornwall Housing Association in Exeter and then as the Development Programme Manager for Magna Housing Association, based in Dorchester. He then moved to Sovereign Housing Association as the West Regional Director, based in Bristol, before being promoted to Development Director, based in Berkshire. In this role, Andrew managed an extensive new build/refurbishment development programme across the south of England, in excess of 800 dwellings per year across a range of site types.
Andrew was Vice Chair of the National Housing Federation South West Executive, and Chair of the Bristol Housing Partnership, coordinating the activities of Housing Associations in Bristol. Andrew also chaired the National Housing Federation South West Development Group, lobbying for, and coordinating the activities of, developing Registered Housing Providers across the South West.
Andrew has presented at national conferences/seminars on affordable housing issues, and has provided training courses for local authorities and others, including an “Affordable Housing Masterclass” for Devon Councils which focussed on affordable housing provision and viability and which was awarded a Commendation by the South West Branch of the Royal Town Planning Institute.
Since 2003, Andrew has offered independent consultancy advice to a range of public and private sector clients on development, housing, viability, regeneration and affordable housing issues.
